Regulatory Justice Efficacy in Tanzania: A Cae of Energy and Water Utilities Regulatory Authority

Abstract

Economic regulation and competition are frameworksto ensure efficient functioning of markets for thebenefit of the consumer through competitive pricesand acceptable standards and quality of productsservice delivery. EWURA and its tribunal are amonginstruments used in providing regulatory justice inTanzania. This paper evaluates delivery of regulatoryjustice as administered by EWURA with a view toestablishing its efficacy, shortcomings and providingpossible solutions. Findings and conclusions of thestudy have shown that the EWURA tribunal is relevantin discharging the spirit of the EWURA Act. It has alsobeen found out that decisions made by the Tribunalconform to the EWURA Act and, that; generally, theperformance of the EWURA tribunal is very good. Thegood performance notwithstanding it is recommended that the EWURA tribunal should expand its activitiescountrywide so as to reduce the time within which thecomplaints are completed by the tribunal.Keywords: Competition, EWURA, Regulatory justice, RegulatoryAuthorities, Efficacy.
