Abstract

Polluter Pays Principle (PPP) is perhaps the commonestenvironmental law principle. It is enforced, inter alia, through environmental remediation and compensationof pollution victims. These are the two significant aspectsof PPP. This article discusses mainly the challenges andprospects of using PPP to enforce laws governingenvironmental remediation and compensation ofpollution victims in Mainland Tanzania. The articlebegins by conceptualising key notions underlying PPP. Italso highlights the interrelationship between PPP,environmental remediation and compensation ofpollution victims. The implementation of laws governingthese two PPP aspects is also assessed in this article. Ithas generally been observed in this article that laws arenot adequately implemented by environmentalenforcement agencies. Thus, the article provides severalrecommendations including the establishment andstrengthening of the environmental compensation fund.
