Abstract

E-learning is identified in many studies as an enabler of education. Alot of benefits and opportunities have been anticipated in the adoptionof e-learning. However despite this, its benefits have not been fullyrealized and e-learning has not been fully utilized as advertised. Thisstudy focuses on the individual users ' acceptance and usage of e-learning and influence of e-learning policies on e-learning acceptanceand usage. A selected sample of universities in Uganda was used tocarry out this study. Several challenges were identified from whichpossible requirements where obtained. The science methodology designwas used. Evaluation results indicated that where e-learning policiesexisted, acceptance and usage of e-learning systems were greatlyimproved.
